The project partnership
The consortium bring together 8 partners from 5 regions each with complementary expertise and know-how in SIS applications and SDI technology.

The project idea starts with the identification of the GIS subject as a potential SWG theme by the RFO partner Gobierno de Navarra within the Thematic Area 1 during the RFO meeting in Trieste in May 2004. This SWG idea, leaded by Navarra aroused the interest of other regions (North-Rhine Westphalia (NRW), Gelderland, Overijssel and others), which compromised to find inside their regions the technical persons who may develop the project.

The idea was then developed by two organisations dealing with Spatial Information Systems in Navarra (one department of the Government of Navarra and the public organisation TRACASA). Both partners proposed a first draft during June-July for discussing among the different regions interested. For the preparation of this draft, the partner Gobierno de Navarra worked together with an external expertise company, Asesoría Industrial Zabala for the execution of the layout of the project.

The SWG-partners worked on this first draft in order to discuss it during the first RFO Thematic Forum which took place in Pamplona on September 2004. The partners from regions of Overijssel, Gelderland, NRW, Lower Austria and Navarra had a meeting in which the first draft was agreed and the SIS pilot activities were focused to two main areas for each partner to proceed with the administrative negotiations inside their organisations before the end of October. Nevertheless some of the partners expressed their difficulties in providing the co-financing signed letter for the deadline of the second call of proposals in October 27th, and the region of Lubelskie expressed at this time its interest in joining the project. These reasons caused the final decision of submitting the project proposal to the third Call for SWG of the RFO in early 2005. Finally, the consortium was closed with the participation 4 countries and 8 partners:
